Biography: Jordan Daci
Prof. Assoc. Dr. Jordan DACI graduated with a law degree and with excellent results from the Faculty of Law of the University of Tirana. In October 2003 he successfully completed his post-graduate studies and graduated with a joint degree in Masters of Arts in Democracy and Human Rights issued by the University of Bologna and the University of Sarajevo along with a wide network of well-known international universities and supported by a program of the European Union and the Ministry of Foreign Affairs of Italy. In May 2010 he completed his PhD and got the title of “Doctor of Science in Public Law” at the University of Tirana with a final evaluation 99/100. In March 2016 he earned the Academic title “Associate Professor” in Law. In addition to these studies, he has successfully completed summer schools, postgraduate qualifications and postgraduate studies in the field of Human Rights, Constitutional Law, Criminal Law, High Technology and Human Rights, Gender Studies and Women, European Law, International Law etc.
Attorney at law Prof. Daci has over 15 years of professional and academic experience. His experience started with internships in several international organizations, as assistant Attorney at law and as Senior Expert (lawyer) at the Directorate for Foreign Relations and European integration at the Ministry of Finance of the Republic of Albania. At the same time, he served as a member of the Inter-Ministerial Working Group on UN Conventions and member of the Inter-Ministerial Committee on the Fight against Trafficking in Human Beings.
The activity of Av. Prof. Daci in academia, started in 2003, shortly after he completing his postgraduate studies for the Degree of Masters of Arts. He worked full-time at the Luarasi University as a Public Law and Human Rights lecturer. In this context, in 2006 he published the first edition of the textbook of the subject “Human Rights”. From August 2006 to March 2008 he started working as an international legal adviser at the Ministry of Economy and Finance of Kosovo at that time under the UNMIK Mission. In March 2008 he resumed the profession of Attorney at law that he had kept practicing while he worked as a full time lecturer. In the same year he was appointed Field Coordinator for Albania, Counselor and Co-leader of the assessment team for the project of drafting the “Judicial Reform Index” of the American Bar Association Rule of Law Initiative (ABA ROLI), a project financially supported by USAID. Upon completion of this project, he was appointed by the OSCE-ODIHR as Country Rapporteur for Albania “On the State of the Independence of the Judiciary in Albania 2009”, and successfully drafted this report. In 2010, he returned to Kosovo again as a Legal Advisor at the Ministry of Spatial Planning and the Environment, now of the Republic of Kosovo. During his engagement with the Kosovo Government, he succeeded to be the author of several legal documents, draft laws, bylaws and guidelines that were adopted and used at Kosovo level. Also, under the OSCE Mission and the Kosovo Legal Center, has served as a trainer for Kosovo Judges on European Law and the European Integration Process. After his return to Tirana in 2011, he resumes working as an Attorney at law. In 2012, to Attorney at Law Prof. Daci was awarded the contract to serve as External Advisor to the Ministry of Economy and Energy of the Republic of Albania for the BERIS project and successfully succeeded in being the author of the legal amendments that enabled the reform of the inspection system in the Republic of Albania. It is worth mentioning that within this project he has drafted amendments, additions and abrogations of about 80 laws that have been approved without any change from the Parliament of Albania. After this engagement Attorney at Law Prof. Daci had the opportunity to serve as Advisor to the Chief Justice of the Supreme Court of the Republic of Albania and then to the Minister of Finance of Albania as his Legal Adviser and Advisor for the Relations with Parliament. Following these assignments he worked as a full-time or part-time professor in Albania and Kosovo.
It is important to mention that although engaged with other projects in both Kosovo and Albania, Attorney at law Prof. Daci never stoped lecturing. He continued to teach several subjects such as: Human Rights, Constitutional Law, Public Law and occasionally European Law or International Law in continuance from 2004 to present.
Within his outstanding career as a professor and expert of Human Rights, Constitutional Law and Criminal Law, but not limited thereto, Attorney at law Prof. Daci, has also been awarded internationaly and has received gratitude for his work in the field of Law and Human Rights. Distinctively in 2014, he was the winner of the international competition of JucticeMakers of the international organization “Internatinal Bridges to Justice” with a Human Rights project. Starting from September 01, 2017, Prof. Daci is selected as Academic Representative for Albania and member of the Legal Experts Advisory Panel of the very well known international organization “Fair Trials”
In addition to working as a lawyer, expert, Attorney at law and professor, Attorney at law Prof. Daci has also managed to publish a university textbook for the course of “Human Rights”, used as course textbook in all the universities of Albania, in the Magistrates’ School and in some universities in Kosovo. Furthermore, he published another monograph in the field of Constitutional Law, International Law and European Law and he is the author of 38 papers presented at national and international activities of well-known universities such as Goethe University in Frankfurt, Prague University, Academy of Sciences of Moldova and Austria, University of Nova Gorica, etc.
Simultaneously, Attorney at law Prof. Daci has managed to publish 34 papers at national and international journals, many of which have an impact factor. His works are mainly focused in the field of human rights, Constitutional Law, Philosophy of Law and other areas of law and have been quoted by many authors around the world.
Attorney at law Prof. Daci has excellent knowledge of English and Italian languages, has very good knowledge of the Turkish language and some basic knowledge of the Serbo-Croatian language.
Attorney at law Prof. Daci has successfully represented many domestic and foreign clients in the field of Commercial Law, Civil Law, Tax Law and Criminal Law, inside and outside Albania at the European Court of Human Rights and elsewhere.
